According to a post by John Gray from Microsoft on the Patch Management List:
This is a reliability update that addresses several issues that wereuncovered from the Online Error Reporting program. Installing this can help proactively prevent otherwise seemingly "random" crashes. It's not related to any specific driver or specific external cause. This is just part of continually improving the experience/quality of Windows.
John also noted that he has requested the KB be updated to provide more detailed information on this issue.
Susan Bradley replied to this with a note of caution:

I'd argue wait until the KB is better documented to see if you are impacted by this on an existing system.
One should only apply "change" as in new code if it warrants it.
When these patches are like this they are not fully regression tested. You will get warned of this when you call in (for free) and get anyhotfixes (for free) that are not widely available (for free). If you dohave to call back as you are seeing issues, you will have to pay for the incident.

All patches should be tested fully before being deployed into critical systems, but patches that modify the kernel of the operating system can sometimes have unexpected results on systems that have been in the trends for a while.
